UN Climate Change Conference in Brazil (COP30)

Federal Councillor Albert Rösti will represent Switzerland at the 30th UN Climate Change Conference (COP30) in Belém, Brazil, on 20 and 21 November 2025 and will take part in the negotiations at ministerial level. At the conference, Switzerland will advocate for all states, especially those with high greenhouse gas emissions, to submit ambitious reduction targets aimed at implementing the Paris Agreement.

This dossier will be continuously updated during the event.

In accordance with the Federal Council’s mandate of 12 September, Switzerland will also commit to the recommendations of the 28th Climate Change Conference, including tripling the use of renewable energies and doubling energy efficiency by 2030, as well as phasing out fossil fuels by 2050.

Carbon market alliance

Switzerland will launch a country alliance at COP30 to strengthen the international carbon market. The aim is for these countries to trigger investments in the CO2 market without counting the climate impact achieved towards their respective climate targets. This will strengthen international climate action beyond national climate targets.

Bilateral climate agreements

At COP30, Federal Councillor Albert Rösti will sign a climate agreement with Zambia, Mongolia and Brazil. Switzerland can count the carbon emissions saved in these countries towards its climate target. It has previously concluded agreements with 14 other countries for this purpose. Offsetting abroad will contribute to achieving the Paris Climate Agreement targets.
